I honestly thought this was addressed in the Shinki 101.
To put it another way, the god directly telling the the shinki that 'this was true of you in the past' or 'this happened to you' will trigger the shinki's fall. The god obliquely saying 'I knew someone like that' or 'I know someone who this happened to' is passable.
This is what is stated in the Shinki 101, though if that is not clear enough we can try to reword it again.
To be honest, all we can really do is hope that people use their discretion and know that anything stated outright would be going too far. I hate to allow people to continue bending the rules more and more until they break.
